Since 2000, the European Commission has been developing a strategy to reduce atmospheric emissions from seagoing ships (predominantly diesel-powered). In addition to a huge CO2 burden, ship engines also emit significant quantities of sulphur oxide & nitrogen oxides.

Outside the EU, similar alarm is growing over diesel engine pollution generated by ships in port. However, the worst pollution occurs 20 miles out to sea in international waters, when many ships switch to bunker oil instead of diesel fuel. Cheap, available -- and extremely dirty.
